I finally made up the tutorial ;D
I hope its easy enough to understand. Feel free to ask any questions you have  you can use any fabric... this can be used for tutus or skirts or whatever. There are lots of different ways to do the top waistband- this is the easiest way but not always the best. |

That was supposed to be a raver skirt, but ended up looking Lolita. o-o;
I used fabric/elastic for the skirt waistband, and hand sewed the gathering part, then sewed the waistband on.
Overall, the tutorial was still a great help.
Is it possible to uhhh....
